The U.S. Department of Energy (DOE) funds research, development, demonstration, and deployment (RDD&D) across energy, advanced manufacturing, critical minerals and materials, and the industrial base. Opportunities are typically released as Notices of Funding Opportunity (NOFOs) and Funding Opportunity Announcements (FOAs) through program offices and their consortia, and awarded as cooperative agreements, FAR contracts, grants, Other Transactions (OTs), or funding agreements with FFRDCs.

*Prepare Letter of Intent, Concept Paper, White Paper, or Full Proposal applications for the potential project:

  • Develop SOW/SOPO strategy including teaming partners and subcontractors
  • Draft the Technical Volume according to solicitation requirements
  • Develop budgets and Cost Proposals, establish basis of estimates, and structure cost share to maximize funding
  • Prepare Techno-Economic Analysis (TEA) and Life-Cycle Assessment (LCA)
  • Handle required disclosures: Covered Individual biosketches, Current & Pending Support, research security, and foreign-influence (RTES) documentation
  • Prepare Foreign Entity Participation and Performance of Work in the United States (foreign work) waiver requests where eligible
  • Address Build America, Buy America (BABA) and Davis-Bacon requirements, and Tribal documentation where applicable
  • Submit through DOE systems: eXCHANGE, EERE eXCHANGE, infrastructure-exchange.energy.gov, and NETL eXCHANGE


* Negotiate final funding award (e.g., Cooperative Agreement, FAR Contract, Other Transaction, or FFRDC funding agreement):

  • Optimize budget period and Go/No-Go decision-point structure
  • Defend cost proposal/budget estimates for maximum funding
  • Secure most favorable terms & conditions to minimize post-award compliance burden


*Post-award project management:

  • Project coordination and budget-period/Go-No-Go management
  • Status meetings with DOE (agendas, slide decks, minutes, action tracking)
  • Monthly technical and financial reports; milestone and SMART-milestone tracking
  • Subcontract management and FFRDC/CRADA coordination
  • Contract deliverables (IMS, Risk Register, QMP, Data Management Plan, Supply Chain Resiliency Plan, IP/Patent reporting, etc.)
